Secretary of State Marco Rubio terminated the legal status of three Cuban nationals this week, triggering the federal detention of Carlos Antonio Lloga Dominguez — whom the State Department identifies as a decade-long operative for the Cuban Institute of Friendship with the People — along with his wife and son, pending removal from the United States.
The apprehensions mark an escalation in the Trump administration's campaign against Cuban government influence networks on American soil, coming weeks after Rubio sanctioned ICAP itself, freezing its U.S.-based assets and barring Americans from transacting with the group.
ICAP Sanctions and the Regulatory Perimeter ICAP, founded by Fidel Castro in 1960 to spread Marxism globally, was sanctioned by Rubio earlier this month.
The State Department describes the organization as "the central node in a sprawling Cuban intelligence and influence operation," claiming a presence across more than 2,000 organizations in more than 150 countries.
