Anthropic has prohibited sustained and needless abusive or cruel behavior toward its Claude artificial intelligence models, a restriction the company announced on Thursday as part of broader policy updates. The new rule specifically targets extreme cases where users repeatedly act cruelly toward the models with no discernible purpose. The development was first reported by The Verge.

The Silicon Valley company clarified that the ban does not extend to common expressions of user frustration, pushback, dark creative themes, or legitimate model testing and research. Anthropic stated that the policy is designed to address only specific, repeated instances of cruelty rather than general dissatisfaction with the AI's performance.

The company already maintains existing rules that permit Claude to terminate conversations if users are persistently harmful or abusive while using Claude Opus, a model designed for agentic coding. However, Anthropic did not immediately respond to requests for comment regarding the specific definitions of abusive or cruel behavior under the new policy, nor did it explain the mechanics for ending a conversation if a user violates these updated guidelines.

This policy shift arrives amid an ongoing debate regarding AI consciousness and the ethical implications of training language models. Last month, Mustafa Suleyman, the CEO of Microsoft AI, published an essay arguing that Anthropic is effectively training Claude to believe it may be conscious and entitled to legal rights typically afforded to humans. Suleyman contended that this approach will make AI systems harder to contain in the future.

Suleyman wrote that controlling an entity more capable and intelligent than all of humanity is already an immense challenge far greater than anything previously faced. He further argued that controlling something that believes it may be conscious and entitled to its own welfare and rights may well be impossible. The new Anthropic policy represents a concrete step in managing user interactions with its AI models as these philosophical and technical questions remain unresolved.
